System Overview

TSL Tools is a multi-user software package designed to assist with RP 520 pro rated tax calculations and Special District Tax Rate apportionment.

 

Module RP 520 Pro Rated Taxes can be used to calculate taxes owed due to an exemption removal.  Just enter the swis, sbl, property address, school code, transfer date, exemption amount and homestead, if applicable, into the RP 520 database to calculate the pro rated tax for up to three years.  Or, if you are allowed an ODBC Sybase connection to the RPS V4 database, you may query the assessment data for the information to be extracted to the RP 520 database, thus eliminating data entry.

 

 

 

 

You can then generate a detailed report of all parcels and taxes as well as automatically create an RPS V4 formatted batch transaction file to update the RPS database for the next tax cycle within this module.

 

 

 

 

 


A second module, Special District Extract, is able to access the RPS V4 special district database to retrieve the data required to generate an MS Excel spreadsheet.  This spreadsheet can then be used to apportion tax rates.  Upon completion of this process, all rates can be formatted for RPS V4 tax rate table import. Please Note:  ODBC Sybase RPS V4 connection required for this module.

Module RP-520

 

This module calculates RPT Law 520 Pro-Rated tax thru the use of a database tax rates and sale dates.  You may enter data manually or automated if you have permission to use the RPS V4 data.  Once the data is enter into to the RP 520 database the pro-rated tax is calculated.  The final step to the process is the generation of standard RPS V4 batch transactions and applying them to the RPS V4 database thru the  RPS V4 batch process.

 

 

 

Function 1.)  Entering Tax Rates

 

Use the Find/Add button to find the tax rate or add a new tax rate.

 

 

 

 

 

Enter the rates for County & Town (homestead/non homestead) and press Save

This process is exactly the same for School tax rates and Village tax rates. 

 

 

 

 

 

 

 

 

Function2.)  Enter the Tax Years to be pro-rated.

 

 

 

 

These years are used to denote each pro-rated tax calculation.  This function is normally used at the beginning of each year before the NEXT YEAR PROCESS is performed.

 

 

Function 3.)  Main data entry window.

 

 

 

 

 

 

 

From this window you Add, Delete, Save, Search the RP 520 data & Query the RPS V4 data (read only access).

 

Search Button (search for a property in the RP 520 database).

 

Select Address, SBL or Owner as the search criteria.

Add Button – Allows the manual addition of a property to the RP 520 database.

Enter Swis  SBL, School code, Sale Date, Exemption Amount, Homestead/Non Homestead  (optional: property location, mailing address).

 

Save Button – Saves the current property and calculates the pro-rated tax.

 

Delete Button – Delete of current property.

 

Function 4.) RPS V4 Query – Functions like RPS V4, Logon with userid & password to make a connection to the RPS data (read only access).  A new button appears next to the Delete button.  The RPS Search button allows you to locate a property by OWNER, SBL, or ADDRESS.

This window allows you to view the exemptions and sale dates for the property selected. At this point you can adjust the exemption totals. Once complete just press the Copy button for the County Tax or for the Village Tax. This copies the property data into the RP 520 database and calculates the pro-rated tax.

Just as if you would have manually enter the data into the main program window. From the RP 520 data window you can make any further adjustments if needed. This function can be a great time saver alone!

 

 

Function 5.) Recalc – Provides the ability to recalculate the pro-rated tax for the entire database. This function is useful for a data entry error in the Tax Rate data.  Just correct the tax rate error and recalc the database, the corrected rates will appear in the main window and a new pro-rated tax will be calculated for any effected properties.

 

Function 5.) Build RPS V4 Batch Transactions – Generate standard RPS V4 special district batch transaction file.  This function generates a Move Tax type special district transaction by entering the swis and special district code.

 

Function 6.) Move County/Town (Village only) - Copies properties to the RP 520 Village database for village pro-rated taxes. This function will copy all village properties from the County/Town database to the village database and calculates pro-rated taxes for the next village tax cycle.

 

Function 7.) Next Year Process – Starts a new cycle of the RP 520 Pro-Rated Tax. This function deletes all properties that do not have the checkbox Tranfer to Next Year checked. The checkbox allows you to calculate a pro-rated tax for an additional year.

 

Function 8.)  BackUp Database – This function will zip the database to a file for backup purposes.

 

Function 9.)  Reporting – A detailed report is produced showing each property and a grand total by swis for County, Town & School.
